At first I had a hard time getting into the story, because the first part of the movie is a jumble of images-- and...。本片根据水运宪同名中篇小说改编。 省电业局副局长傅连山毛遂自荐和总工程师梁友汉到班子很乱的佳津地区电业局进行管理体制改革，得到了戴冰、郭小成等知识分子和干部的支持，但却遭到佳津地委书记郭成、佳津电业局副局长大王等人的反对。傅连山遭到挫折，被排挤出电业局。郭成又强令超负荷输电，造成严重事故。改革虽然失败了，但历史是要前进的。。叶君临结婚当日身负重伤，李雨晴筹钱救治并苦等他7年，谁知李家为了利益欺骗李雨晴想让他嫁入赵家。
